FARM BILL: SEPTEMBER 2020
The farmers, ANNADAATA , are one of the most important part of a country's economy. The farmers undoubtedly need empowerment for their development and prosperity.
The same attempt is THE FARMERS BILL 2020 that was recently passed by the parliament giving farmers an open door for their development, proving to be a historic step for India. So here are the important facts of the bill:
"The Agriculture Reforms bill 2020" popularly known as the farmers bill 2020 gives farmers the freedom of trading their own produce in other states across the country and control the whole procedure themselves. The intention of the Govt. Behind this was to create an environment where farmers and companies will get the choice of trading agricultural produce and promote a hurdle free inter-state and intra-state trade and commerce outside the boundaries of markets notified under the State Agriculture Produce Market Legislation.
What was the need to change the system? What was the problem?
The problem with the existing system of trade that farmers were facing since the late 1800's were:
▪️Over production of crops
▪️Low prices of crops
▪️High transportation cost
▪️Huge intrest rate
▪️Growing debt
But the major problem was the existing MSP Based system with the interference of middlemen and red tapism of the APMC (Agriculture Produce Marketing Committee) officials. Farmers were finding it difficult to get these markets to sell the products.
KEY PROVISIONS OF THE BILL
1. The clause 3 and 4 of the bill, give freedom to farmers to indulge in inter as well as intra state trade outside APMC.
2. It also prohibits the collection of market fee or tax of any kind under the APMC act as mentioned in clause 6.
3. A key provision of the bill is clause 14. It mentions an overriding effect of this bill over inconsistent provisions of the state APMC act.
4. The central government has now the power of making rules and regulations under the act.
The Positives of the Bill
▪️ A more flexible system in which farmers can move with more freedom.
▪️An addition in the marketing channel of the farmers by allowing inter as well as Intra state trade.
▪️Farmers can also sell their produce worldwide through E-NAM.
▪️The ammendment in Essential commodities act frees farmers from the fear of traders, for holding stocks and inflicting losses on farmers.
▪️Also, it ensures that farmers will get respect and attention and get the fair prices for their crop.
The Negatives of the bill
▪️The Farmers Produce Trade and Commerce (promotion and facilitation) bill does not give the statutory backing to MSP that was highly expected to be a legal implementation.
▪️The bill Gives more power to the civil servants than to the courts. The farmers are now placed to the mercy of civil servants.
As every coin has two sides, every thing has its double impact, positive and negative. Farmers are the core of the economic wheel of our country, they deserve empowerment. Jai jawan jai kisan.
